The macOS 10.14.4 SDK provides support for developing apps for Macs running macOS Mojave 10.14.4. The SDK comes bundled with Xcode 10.2 available from the Mac App Store. Sep 03, 2019 This is how I found and dowloaded the base version of Mojave 10.14 and had no issues with the download and install over High Sierra (latest fully updated version). The upgrade link to Mojave in the Ap store that is purposefully placed toward the end of the page so users will read the information Apple needs us to read for a good install.
Thanks for that info and for choosing the Apple Support Communities. If I understand correctly, you are unable to reinstall macOS on your MacBook Pro. To help with this, please try reinstalling macOS by holding Option-⌘-R when starting up your MacBook Pro and reinstalling macOS again.
If those steps do not help your situation and you have access to another Mac, you can make a bootable installer and try installing macOS on your MacBook Pro with the bootable installer with the steps in this Apple resource:
